UK agrees ban on cigarette sales for people born after 2008

Both chambers of the Parliament of the United Kingdom have passed landmark legislation aimed at creating a smoke-free generation by preventing anyone currently aged 17 or younger from ever legally purchasing cigarettes.

The proposed measure, known as the Tobacco and Vapes Bill, would prohibit the sale of tobacco products to individuals born on or after January 1, 2009, effectively phasing out smoking for future generations.

UK Health Secretary Wes Streeting described the move as a “historic moment for the nation’s health,” saying it would help deliver the first smoke-free generation, shielded from lifelong addiction and its harms.

Once granted royal assent, the law will also empower the government to expand indoor smoking restrictions to certain outdoor settings, such as playgrounds and areas around schools and hospitals.

The bill also introduces stricter regulations on vaping products, including limits on flavours and packaging, and proposes extending vaping bans to locations where smoking is already prohibited.

This legislation is part of a wider effort to prioritise preventative healthcare and ease long-term strain on the National Health Service. Hazel Cheeseman of Action on Smoking and Health described it as a “decisive turning point for public health.”

The current Labour Party government has already taken steps to curb youth vaping, including a ban on disposable vapes announced last year, citing concerns over their appeal to young people.

The UK’s move mirrors similar international efforts. New Zealand passed a generational smoking ban in 2022, though it was later repealed in November 2023, while the Maldives introduced a comparable policy for individuals born after January 1, 2007.

Data from the National Health Service shows that smoking in England caused around 75,000 deaths in 2024 and was responsible for roughly a quarter of all cancer-related fatalities, highlighting the scale of the public health challenge the bill aims to address.
